To build and maintain a cooperative network of research institutes throughout the Wider Caribbean for the continuous monitoring of environmental factors in marine ecosystems, to evaluate processes of natural and anthropogenic changes and to provide a rapid response capacity to regional phenomena such as bleaching, mass die-offs of organisms and proliferation of diseases.
